On April 7, an enlarged meeting of the workshop was held by the Research-Educational Center “Baikal”. Vladimir Karnakov, Head of the ISU Scientific Research Center, informed the participants about the state-of-the-art of the Federal Law 217 (FL-217). He participated as a representative of Irkutsk State University in the training workshop held by the Russian Foundation for Educational Programmes in Moscow on March 29, 2011. Vladimir Karnakov discussed the problems concerning the organization and activity of small-scale enterprises established by universities according to FL-217 and the latest legislative acts in this field. He also gave examples of the existing economic organizations within the framework of this law and shared his experience gained at the training workshop (Please Click Here for more information).

Another issue considered at this enlarged meeting was the preparation for the traditional annual International Conference of Research-Educational Centers Pan-REC. In 2011, the Baikal Center will be the host of this large-scale event. The Conference will be of significant importance for Russian and foreign scientists. Special attention will be paid to the activity of young researchers. About 70% of young scientists are expected to take part in the Conference.

This Conference will be held at Irkutsk State University on September 19-23, 2011. Participants from about 20 scientific-educational centers of the country are supposed to take part in this Conference, as well as representatives of the RF Ministry of Education and Science, U.S. Civilian Research & Development Foundation, Russian Venture Company, Corporation “Intel”, and MacArthur Foundation. The news on the Conference activity will be reported at the newspaper of the scientific community “Poisk” (Search) (Moscow). Altogether, about 160 people are planned to take part in the Irkutsk Pan-REC Conference. The official programme of the Conference will consist of plenary scientific-popular talks on Lake Baikal, presentations of the researchers from scientific-educational centers and competition of posters, as well as the round table discussion on the topical scientific problems.
