«Research and Education Center "Baikal" – development strategy»

The Second Summer Symposium of our Scientific and Education Center took place in Bolshie Koty. REC “Baikal” is one of four new centers, it was founded in 2006, but active work has given certain results and first success. The results of this work, new ideas, problems, development perspectives were discussed at the end of June on the sore of Baikal.

Here heads, teachers, workers, post-graduate and university students of many faculties and institutes of ISU, partners from Buryat University (Ulan-Ude), guests from Education and Science Department of the Russian Federation (Moscow) and RAS Ecology security center (Saint-Petersburg) got together. The real feature of the symposium was the participation of our region scientific elite. SB RAS Irkutsk Scientific Center support is especially important. When REC “Baikal” was about to be founded and University suggested to participate in Research and Scientific Center project, Academic Institutes took the idea apprehensively – probably there was another bureaucratic organization to appear. They didn’t refuse to cooperate, but we had to prove the seriousness of our intentions. We did it. Interaction of science and education according to the scheme, promoted by REC, is not only formality; co-work in research units, implementation of courses in education process developed by scientists of the Science Academy and lectures that they give to ISU students is the prove to it. Irkutsk Scientific Center representative delegation, Mikhail Kuzmin, Chairman of Presidium of RSC SB RAS, Geochemistry Institute director, academician, Eugene Sklyarov, correspondent member of SB RAS, Earth’s Crust Institute director, Igor Bychkov, Institute of system dynamics and management theory director, scientific workers and young scientists came to the Second Symposium.



Three days of rush work are over. Scientific report diversity, interest of scientists to their colleagues’ research, lively discussions have showed that the union mechanism of various Baikal research works. Symposium has become not simply account event, but an appointment of like-minded persons. Participants’ reports were devoted to the future development of REC. All spokesmen agreed that one of the main tasks of the Center was young scientist recruiting. As for University and post-graduate students that are already involved in scientific work-scientific workers of the REC and also young representatives of Research Scientific Center, we will talk separately.



First of all, ISU young scientist Council was in charge of all organization work of the symposium this year and they coped with it very well. Secondly, special report session of young scientists in English impressed their older colleagues; reporters were estimated for their language skills and report contents. Prearranged report contest became a surprise, frankly speaking Irkutsk scientific center made a surprise. Besides previously known REC contest, there was proclaimed a symposium contest and made prize fund right at the place. Thirdly, young scientist made a brainstorming, that resulted in an alternative concept of “Baikal” center development.

Foreign guests, representatives of the largest scientific organizations in Germany, set store by REC potential, scientific report level and the role that young scientists play in the Center’s work. The head of association branch of Helmholtz research centers of Germany in Russia, Bertram Heinze and the head of Russian representative office of German research society, Christian Schaich came to take part in Baikal symposium. It impossible to overestimate the meaning of international relationship. It is a big step farther for the REC. But it is not the first one. ISU has partnership with German University Christina Alberta (Kiel). Contacts with the USA and Switzerland have been set up. Our center continues to develop international partnership. Our German colleagues told about their organization, possibilities of co-work with German scientists, contests and research grants. Particularly, the idea of three-sided interaction of REC “Baikal”, German research and scientific society (DFG) and the Swiss Federal Institute of Aquatic Science and Technology (EAWAG) was discussed. There has been made an appointment of German science representatives and REC in our area in the beginning of March, 2008 in order to plan joint projects, referred to Baikal.

The Second Summer Symposium "«Research and Education Center "Baikal" – development strategy» is over. Further ways of cooperation have been determined, primary activity directions for the next year have been set. The guests and conference participants consider that our REC has perspective future. According to Mikhail Kuzmin, Baikal is the place where it is possible to develop interdisciplinary research and enthusiasm and active work of Center founders will allow to accomplish all tasks. Eugene Sklyarov, the director of Earth’s Crust Institute, sees a special role of Research Center in contingence of university students and Academy scientists. Igor Bychkov, the director of Institute of system dynamics and management theory, considers that REC has successfully joined in common organization structure of management and scientific research realization. Yuri Chugunov, representative of Education and Science Department of the Russian Federation, underline the importance of the present day cooperation stage between Center and Academic Institutes and the development of International relationship. Due to this, “Fundamental research and higher education” program’s accomplishment will not be the accomplishment of activity of the Center. Yuri Chugunov: “ Without a doubt Research and Education Center “Baikal” will continue to exist further.”

In conclusion, it can be said that it was amazingly warm during the symposium: it was so because of gracious Вaikal and friendly communication of the eminent and the noble with the beginners, and because of bonfire gatherings with guitar, and of course because of traditional hospitality of ISU Biological Institute biological center.
