On results of Program “Basic Research and Higher Education” (BRHE)
– The experience of REC formation on the basis of universities appeared to be effective. I think
that due to the BRNE Program the quality of education and science has been significantly improved
at universities, as well as their authority has increased. Many universities involved in the
program were regarded as innovation structures. Their activity was highly evaluated, as weel as the
level of the program. This program was a success. That is why in 2005, the Ministry put forward an
initiative to enlarge the project. As a result of additional call selection, new research
educational centers were formed one of which is REC “Baikal”.
On prospects of REC “Baikal”
– Judging by the reports presented today at the seminar by Alexander Arguchitsev, Executive
Director of REC “Baikal” and heads of academic institutions, it is obvious that the Center has wide
prospects of its development. At present, there is a stage of closer consolidation of REC “Baikal”
with Irkutsk Scientific Center and international relations are being established. I would like to
mention the high level of all kinds of activity which is being carried out at present. I hope that
the end of “Basic Research and Higher Education” Program (in 2010) will not be the end of the
activity of REC “Baikal”. Undoubtedly, this REC will continue its further activity.
